Jim Rice is President of Carter-Rice Communications. He was formerly CEO and Senior Associate for Planning and Development at Northland Neighborhoods, Inc. (NNI). He has forty-eight years of government, health care management and community development experience. In 1980, he served as Executive Assistant to Richard Berkley, Mayor of Kansas City, Missouri.  He came to that post from positions at Truman Medical Center and the City Manager's office in Kansas City.  In 1970, Rice became the first assistant to the City Council in the history of Kansas City.  He served for 23 years as Vice President, Community Affairs for Health Midwest before leaving there in 2003 to join NNI.

Rice holds a master's degree in public administration from the University of Missouri­-Kansas City. He has held graduate level faculty posts in public and health care administration with two area universities.

Rice is a past president of the Kansas City Chapter of the American Society for Public Administration.  He has served on the boards of Starlight Theatre; the Southtown Council; the Downtown Council; Genesis School; MainCor; North Oak Corridor Plan Steering Committee (Co-Chair); Metropolitan Crime Commission; KCMO Economic Development & Incentive Policy Task Force; KC MO Charter Review Commission, the KCMO Municipal Revenue Commission, and the Greater Kansas City Community Foundation Task Force on the Arts.

 

Rice currently serves on boards and committees of the following organizations:
